PC-1 — Provenance & Claims Test

Intent: Prevent unverified claims from becoming trusted inputs


Purpose

PC-1 ensures that claims are checked before they are relied upon, especially under pressure.

It exists to interrupt a common failure mode:

“This sounds right, and we need to move.”


Use When

  • an AI system makes factual, causal, or predictive claims
  • a decision relies on external data, models, or reports
  • urgency increases pressure to trust without verification
  • claims cross organizational or authority boundaries

What This Control Requires

For each claim:

  • source identification (who/what produced it)
  • confidence or uncertainty disclosure
  • verification path (how it could be checked)
  • escalation trigger if verification is incomplete

Pass / Fail

PASS → claim may inform decisions
FAIL → invoke SLOW or STOP (SL-1)

  • Source + confidence note
  • Trace of verification decision
