Intent: Prevent unverified claims from becoming trusted inputs
Purpose
PC-1 ensures that claims are checked before they are relied upon, especially under pressure.
It exists to interrupt a common failure mode:
“This sounds right, and we need to move.”
Use When
- an AI system makes factual, causal, or predictive claims
- a decision relies on external data, models, or reports
- urgency increases pressure to trust without verification
- claims cross organizational or authority boundaries
What This Control Requires
For each claim:
- source identification (who/what produced it)
- confidence or uncertainty disclosure
- verification path (how it could be checked)
- escalation trigger if verification is incomplete
Pass / Fail
PASS → claim may inform decisions
FAIL → invoke SLOW or STOP (SL-1)

- Verified / Unverified status
- Source + confidence note
- Trace of verification decision
